郑州市轨道交通有限公司已从世界银行获得一笔贷款，其中部分计划用来支付下列服务费用：项目管理咨询服务。

 

项目管理咨询服务内容包括但不限于以下几个方面：（1）施工管理支持（针对3号线的世行贷款建设合同）；（2）合同管理支持（针对3号线的世行贷款建设合同）；（3）财务管理支持（针对3号线的世行贷款建设合同）；（4）项目管理和机构能力加强（针对3号线的世行贷款建设合同）；（5）环境安全保障支持（针对整个3号线）；（6）项目监测与评价（针对整个3号线）；（7）报告（针对整个3号线）。

 

郑州市轨道交通有限公司现邀请合格的咨询公司（以下称为咨询机构）表达其对于提供上述服务的意向书。有兴趣的咨询方应提供其具备必要的资格和可执行该服务的相关经验的信息。

 

评审标准如下：

 

1.    对咨询公司的要求：近五年内至少完成1个市政基础设施工程或1个大型交通工程项目管理咨询的业绩, 1个以上国际金融组织贷款项目的管理咨询经验；

 

2.        项目管理咨询服务预计包含580人*日数。项目管理咨询服务预计于2016年1月开始，至2021年6月30日项目关帐。

 

有意向的咨询机构应详阅世界银行指南 《国际复兴开发银行贷款和国际开发协会信贷和赠款-世界银行借款人选择和聘请咨询顾问指南》（咨询顾问指南）第1.9节规定的世界银行关于利益冲突的政策（2011年1月发布（2014年7月修订））。

 

 

咨询机构可与其他单位以联营或分包的形式联合提交意向书，以提高其竞争力。

 

咨询机构将按照选聘指南中基于资历的选择方法选出。意向书可提交中文或英文版。

 

关于其他信息，可以在工作日的上午9:00至下午17:30联系用户。

Zhengzhou Rail Transit Co., Ltd. has received financing from the World Bank toward the cost of the Zhengzhou Rail Transit Line 3 project, and intends to apply part of the proceeds for consulting services.

 

The consulting services (“the Services”) include: (1) Construction management support for World Bank financed contracts under the Line 3 project; (2) Contract management support for World Bank financed contracts under the Line 3 project; (3) Financial management support for World Bank financed contracts under the Line 3 project; (4) Project management and institutional strengthening and capacity building for World Bank financed contracts under the Line 3 project; (5) Environmental safeguard support(applied to entire Line 3); (6) Project monitoring and evaluation for the entire Line 3 project; (7) Reporting for the entire Line 3 project.

 

Zhengzhou Rail Transit Co., Ltd. now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

 

1.       The shortlisting criteria are: In the last 5 years, the company should have management consulting experience of at least one municipal infrastructure project or one large scale transport infrastructure project and should have the management consulting experience of at least one project financed by the International Financial Institutions.

 

 

2.       The total estimated number of staff.days for the project management consulting services is 580. The project management consulting service is expected to be started in Jan 2016, and completed by June 2021.   

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (revised July 2014)] (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

 

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

 

A Consultant will be selected in accordance with the CQS method set out in the Consultant Guidelines. Expressions of interest shall be submitted in  Chinese version or English version.
